Land drainage question

Hi folks. Our house is downhill from a field. There is a field than a banking with a retaining wall and our street at the bottom.

When there is a lot of rain over a prolonged period we get a bit flooded at the back of the house. Previous owners had punched holes in the retaining walls which water would pour through. I thought there wasn’t proper drainage on our side of the fence at top of banking but I was out digging there and found a land drainage pipe going along the fence. It was covered with stone but there’s quite a lot of soil on top now.

Would the soil/grass prevent some of the water seeping down fast enough? Would it be worth digging all the grass/ soil away? Still haven’t found where the other end of the pipe goes…
