Flat roof balcony / roof garden

    What exactly does this mean for exempted development - "The roof of any extension shall not be used as a balcony or roof garden".

    I get that a green roof or a 4 feet high balcony rail can't be installed but what if the builder puts a parapet on a new flat roofed extension and then a member of the family climbed out their bedroom window to sit on the flat roof during sunny weather? Is that considered a balcony? If they had a few flowers in pots or a hanging basket attached to the house wall, is that considered a roof garden?

    A roof isnt for sitting on. Its there to protect the structure from the elements and its as simple as that.

    Climbing out a window and sitting on a roof as a once off is sitting on a roof. A full height window functioning as a door is a balcony.

    If somebody was regularly accessing their roof, utilising the space for washing, smoking drinks, BBQ, enjoying the weather. That would be using it as a balcony and requires planning.

    A roof garden is planting on a roof. Usually full coverages, require access for maintenance. baskets hanging from a wall are not a roof garden.

    Many thanks for that information. Some of the information online about doing exempted work around the house is very vague, so appreciate your reply.
