GSM Modem locked to Specific Sim card?

Do HKC lock the sim card to the GSM modem - I am trying a different sim card in my GSM modem but I get Reg. Denied message. Kind regards

If its a GSM for the app then yes, the sim card and GSM unit are tied together as they talk to the HKC server.
GSM/Q you can use your own 2G sim for texts to and from the alarm system.
