Identification of Radiator Valve

Hi I'm just wondering what type of radiator valve this is. They are on the return side, the right side, of all radiators in a house which is over 40 years old. I was hoping to remove one of the radiators to skim a wall but I'm not sure if this is a valve at all. Is it just a compression cap and that the system has to be drained to remove the radiator?

Have you tried removing the cap? There's usually a valve (adjustable by allen key) under it. it also looks like it's been opened before judging by the PFTE tape.

Yes, that's the lockshield valve for balancing the heating system. The other is the radiator valve for controlling the flow into that specific rad.

Thanks for the assistance on this. I think I'll open it and see what's under the cap.
