Consecutive BER assessments with no changes to the house?

    Following a PV install, last year, a BER test was done. You could easily argue that it was superfluous as the PV does nothing to the fabric of the house so surely the BER test prior to the PV install should have been amended without having to go through the whole rigmarole again.

    However, in our case we had triple glazing installed the year prior, which did affect the fabric of the house.

    Now, we are looking at a heat pump, which requires yet another assessment. Yesterday, the assessor came round and was asking for the same documents that the previous assessor asked for, namely; the windows and PV install certifications. I had already asked for and received the Dwelling Report from the SEAI with all that data in it and sent it to the new BER assessor.

    The house has not changed since the PV install. All the new assessor will do is take the existing data and come up with a Heat Loss Indicator. All for 700 euros.

    And still the BER will be based on a lot of assumptions, the biggest being that the builder built the house properly, which he didn't so I know the house isn't really a B1!

    a couple of things.

    1. a subsequent assessor is not privy to the documentation that another assessor complies where carrying out an assessment, nor will SEAI furnish any documentation to the subsequent assessor. Ever assessment is carried out on its own merits. The only time that the same documentation can be used twice is if its teh same assessor carrying out the subsequent assessment, and they still have the documentation retained.
    2. you are within your rights to say to the installing PV company, no thanks we'll get our own assessor, and then use the assessor who carried out the subsequent assessment, You can also claim a €50 grant for this. The heat pump grant may be different a a "technical advisor" role is required, for which the initial BER assessor may not be registered to provide.
    3. a BER assessment is not, and never as, designed to be a comment on the quality of workmanship of a building. Its a comparison tool only.
