Water in Shower Pipes

Hi, looking for some guidance from the Boards plumbing experts?

Live in an apartment, showers work off our own water tank with a pump in-house.

We've noticed that there appears to be a level of water that is held in the pipes, on the wall. Is this normal? We discovered it because of some drips from the seal where the on/off and temp control valve join the main pipe up to the shower head.

I've no expertise, so assumed those pipes would empty once the shower is switched off, but is there a level of water maintained in them?

Any help would be greatly appreciated
