    I just replaced lost Leap at local shop. I paid €5 deposit, €5 top-up and was charged €2 by vendor - €12 total.

    The TFI receipt says €10.

    I don’t remember paying €2 before - is this a new charge, or has the vendor set this cost?

    Some agents, especially small convenient shops like Spar, Mice, Centra etc will charge an extra service fee. I can't remember the reason, but it was discussed about this previously in another thread. I think, a shop has to pay something to the NTA or something? If I'm not wrong, there still are some places without this fee, perhaps, Dublin Bus customer service in Dublin O'Connell St.
