    Hello, I have a friend who has worked for his entire adult life (roughly 15 years). He is married to a non national who also works but is only on a maternity cover contract which ends in the summer. They have their first child due in August and are currently renting an apartment for a €1,900 a month. I'm wondering if they are eligible for HAP or do they just have to apply and find out then?

    The only way to even be considered for HAP is to be considered as “in need of housing” by a local authority.

    (please note: you don’t have to be homeless to be first considered as in need of housing, it’s just a way of saying you are applying to be considered for the county council housing list).

    So they (or you) can go to their local authority (county council) website and down load the housing application form, fill it up, gather up all the documentation needed, and send it in.

    Then if they are approved as in need of housing, the local authority will send them a HAP application form attached to the letter of approval.

    BTW it’s means tested.
