BCMS (Building Control Management System) - Commencement Notice timeframe

Hi all,

I am doing a self build with my sister. Our architect asked us to register on the BCMS and then he can apply for a commencement notice so we can start the build. We have got planning permission and a builder, just waiting on the commencement notice to issue.

My question is how long should the commencement notice take to issue so we can start the build. Our architect is notoriously slow.

Once the commencement notice is submitted, it's submitted (it does not issue other than being validated).

With the BCMS you should get an email notification when it's submitted and validated.

The commencement notice should be submitted a minimum of 14 days before work staring and no more than 28 days before work starting.

You don’t apply for a CN.

You lodge a CN telling the LA you are starting works.

What council is it?

Can I hijack this? Architect asked me for similar, so that's what I did and now BCMS are telling me I have to fill out all this stuff? I thought once you register, the professionals handle the professional stuff?

Ugh. Sorry, my head is absolutely all over the place.

My question is should the process just involve me (the layperson idiot) registering and nothing else? I recall it being like that in 2015, but this time around I've registered (new email) and I'm told its not enough and that I have to start the commencement notice (myself) and add in other parties and therefore have to go get their details and so on.

My question really then is whether that's usual - i.e. should I have to do no more than register and that's that and all the rest is left over to the architect etc?

Yes, if you are leading the build.

Normally, once the Building Owner Registers, the AC/DC can sort it out and create the CN BUT, you have to engage them and pay them to do so.

Have you engaged them and agreed fees for them to control the BCMS Process?

Yes, all that - its all architect lead, all fee paid. I'm not leading anything.

My problem is that I have registered, but that's it. There's no option to "assign" myself a role as owner or anything like that.

The architect is trying to do this but is saying she can't find me on the system, despite me having an account and saying there is some option to assign yourself a role which I simply cannot find on the system.

That’s because you have to create the project before you can assign yourself.

If your architect has been paid for the CN process then they can go in and create the project and assign you as the owner using the new BCMS profile you’ve set up.
