Hopefully someone can clear this up for me

There is a senior schools golf competition where no player with an index greater than 19.9 may partake as it is a gross scratch event.

Is a gross scratch event basically the player with the lowest score wins irrespective of the playing handicap?

Exactly - Handicaps don't mean anything

Naturally you'd say a player with a 19.8 index would be a no-hoper

It works the same as scratch cups for example

2022 Gross stroke play 4 out of 5 for teams total Regional qualifier.

Gross match-play all 5 matches National final.
