Water pressure

I recently watched a youtube video (American based) where someone has water pressure issues. He discover that the water meter outside the property had a restrictor fitted which could be adjusted. I know Irish water meters have an isolation cock but have they a restrictor fitted also. Are they in any way adjustable?
