Wall vent in sunroom/conservatory

    I was looking into getting the cavity walls in my house pumped. During the contractor survey they said that a vent is required in the conservatory to meet the requirements of the grant. The room has a small wall with windows to the ceiling, door and a tile room. It is directly connect to the dinning/kitchen with a double door. The room is heated by a radiator. The solution they have propose is to put 100mm diameter vent in the wall under one of the windows.

    My question is do I need a vent to meet the grant requirements and if so would this low vent meet the requirement?
