I've had a lot of health expenses in 2022 (upwards of 20k).

Can you please advise as to when I can apply for a tax refund? Can I do it now or do I have to wait until I get my p60 in the new year?

P60s stopped being issued by employers in 2019. You can file your 2022 tax return after the end of the 2022 tax year.

Health expenses can be claimed at any time during the year these days.

P60’s have not been issued since 2018, they were replaced with a document called Employment Detail Summary which you can download for each year after the year end in MyAccount - PAYE Services - Review my Taxes 2018 to 2021 - Create Employment Detail Summary, after 31st December you can create one for 2022 as the heading will change to Review my Taxes 2019 to 2022. You do not need this document to claim Health Expenses but a financial institution may request this document from time to time.

To claim tax relief on Health Expenses, firstly you will need to upload the receipts due to the amount you are claiming.

If theses health expenses relate to 2022, on or after 1st January 2023, log onto MyAccount - PAYE Services - Review my Taxes 2019 to 2022 - select the year you wish to submit the claim for - Request Statement of Liability - View - scroll down and you will see the option ‘Complete Income Tax Return’ - start.

This will be pre-populated with all of your information including bank account (if you have entered the details in My Profile otherwise a cheque will be posted out), wages, tax credits etc…. You will just need to confirm. In the ‘add credits’ section under Health you can enter the details of your individual health receipts & upload the documents. This is the same section (under different headings) where you can claim tax relief for Remote Working, Tuition Fees etc. When complete you sign & submit (which means enter your password & submit). A Statement of Liability (previously known as P21 or Balancing Statement) for that year will issue & if any refund due it will be transferred to your bank account or a cheque posted out.

Health Expenses in the amount of €20K equate to tax relief of €4K or up to the amount of tax you paid in the given year.

If you are unable to upload the receipts as a pdf document or a small size jpeg, take legible photocopies and post them to Revenue at 14/15 O’Connell Street, Dublin for scanning MAKING sure to include your Name and more importantly your PPSN on them so that they can be scanned to your record, retain the receipts just in case they get lost in post etc.

If your pharmacy receipts are faint or if you have a lot of them, ask the pharmacy for a ‘Med 1 printout for the year’, you can use this instead of the individual pharmacy receipts and it’s also added up at the bottom so saves a lot of unnecessary work.

If you have non routine dental expenses to claim, you must submit a Med 2 form from the dentist, no other dental expenses are allowable.

For small Health Expenses claims you do not need to upload the receipts except for the non routine dental Med 2, but you must retain the receipts for 6 years.

It use to be the case that you could claim the expenses and submit receipts if requested for verification. Is that option gone? I'm cealiac and can claim for gf food, but they would be part of weekly shopping receipts and I could have 3 or 4 per week (all retained) with the gf purchase highlighted.

And if I do need to send them in to O'Connell Street, can I just send the originals since even copying them would be a nightmare

The option of submitting the claim & only submitting the receipt when requested is still there but not for the amount you quoted - ‘upwards of €20K’

Best to upload them as a pdf, someone mentioned to me one time that Tesco and some other supermarkets will email you the receipt, then you can save it as a pdf & upload it easily. Think they also group the coeliac foods together on the receipt making sure none get missed.

Of course you can submit the original which would possibly be clearer too, but there was always the risk of them going missing in the post. Being illegible is the biggest problem.

You can also submit the claim as Real Time Credits throughout the year which means that rather than a cash refund after the year end, you benefit throughout the year with an increase to your tax credits as you submit the receipts, again this can be done through PAYE Services but this time you would select Manage my Taxes 2023

Is it possible to also do the other expenses now, e.g. the remote work energy and internet costs, before receiving the Employment Detail Summary?

Yes, and you can do them as the bills are received going forward.
