Old phone watch wiring? Safe to remove?

Have a lot of this wiring at bottom of stairs. Had a 25+ phone watch board removed from under stairs during insulation and presume this was heading that way. Can I just work away and remove? Will switch power off just in case.

Its a phone line from master socket to control panel
If you are happy that is just came to the control panel then you can cut it away, usually 50 odd volts.
Your mains power is not giving the voltage, Eir would be.
