Civil Service Higher Scale

Does anyone know how a change from an ordinary civil service PayScale to a higher scale works in practice?

If the person is staying at the same grade, do they go from say point 4 ordinary EO scale to point 4 on the higher EO scale or do they slot across at the point closest to their current wage. I've seen competitions for it advertised in my department, but no one seems to know how it functions practically and the leaflet doesn't go into much detail.
