I have planning permission for a house and a detached garage. I intend to commence works and intend to "opt-out" re BCMS. I am advised that I cannot "opt-out" if i build the house AND garage i.e. that opt-out is only available if i build the dwelling only. Is this correct?

no, you can still opt out
however you need to submit 2 commencement notices
one "opt out" for the house
and one "without documentation" for the shed
