Can cattle be left out on bare ground I mean really bare not a blade of grass at this time of year? . They might be getting feeding I'm not sure.

No rules saying cattle must be housed at any time of year.

Up until recently (30years or so) very few cattle were ever housed.

In parts of the country like the Burren is still the norm to outwinter cattle.

Yeah but I doubt out wintered in muck would it not cause foot issues? Plus modren breeds of cattle not some small wirey older bread that are meant to be outside year round.

No, I'm just wondering about this it might be grand for all I know just looks odd they don't look in bad condition and are not roaring.

Cattle will always look a bit miserable on a wet day like today. If they're not getting feeding in that field you will most likely see them moved in the next day or two. If they're not roaring, they're content.
