Late Swarm

Just noticed this evening that bees are moving in (more moving in than flying out) into neighbors second floor pvc facia.

Isn't it a bit late in the year for bees to swarm? I know these neighbors are not exactly the most bee-enthusiastic people - thinking if there's any point in trying to save the bees (this late in the year). Will a new hive and some wax / lemongrass attract them away from their brand new location?
