Water seeping up through slabbing

    Water is seeping up through the slabbing. Lower part of wall seems wet too. Definitely no leaks from above. What's my next step? No sign of any water inside house.

    I had thus in one rental.. Turned out that the paving had been laid direct on bare earth and when we had heavy rain? Or maybe a leaking pipe ?

    When I ;;left - which did of course - there was three inches of water in the main room

    Is that water or has someone spilled oil when dumping it down the drain?

    That was my first thought too! We should see "tide marks" if it's wicking up from below?
