Reattach Plaster Rose to Ceiling

A ceiling rose has come loose on my kitchen ceiling but thankfully the wires for the light stopped it from crashing down. What kind of cement is used to reattach it? I will also put a piece of timbre between the joists and screw up into it to better keep it in place as this was never done. It’s heavy. Rose can be seen in attached pictures.

That is a  decorative plastermould centrepiece.

The Ceiling Rose is the white Bakelite junction box for the electric cables in the centre of the  decorative plastermould centrepiece in your first photo above.

It is appalling that a Moronistic Plonker masquerading as a craftsperson fitted that centrepiece.

These centrepieces are heavy and can cause serious injuries if the centrepiece falls down.

Is there an attic void above this ceiling.

Yes I can access the joists directly above where it needs to be mounted.
