EBS €10 gov't fee + 30c ATM fees?

    I just opened an account with EBS and was told that there is an unavoidable €10 government fee that all banks need to pay and a 30c ATM withdrawal fee. On their website, it says ATM withdrawals are charged at 12c per transaction up to €2.50 as part of the government stamp duty. I'm familiar with a €5 government stamp duty for using a debit card at ATMs and/or tapping etc. Where is this €10 fee coming from? I can't find anywhere that mentions €10, all I can find is €5 (on revenue's website). Was the EBS banker mistaken?
