Overflowing rubbish bins

    What can be done about neighbour's leaving there overflowing rubbish bins outside our apartment

    There's about 4 different neighbour's in the area where I live (small rural town) and they have started to put there Bins outside our apartment. Presumably because they have nowhere else to put them.

    But the problem now is that they are overflowing and now they are leaving black bin bags around them and crows, dog's cats etc are starting to pull at them.

    One particular person hasn't had there bin lifted in almost 6 weeks because the company won't collect them if there's black bags in the recycling and whatever other reason's.

    The area is starting to look very unpleasant.
