Can a developer get planning permission if they are dishonest about who they are building for

I noticed in the planning application that the developer has stated that they are extending for students but most of their lodgers are not students.

I mentioned this fact in my objection and it was ignored.

Other neighbours rang and wrote to the council and were ignored.

Who would I speak to about this, the council don't seem to care but the irony is that they have made conditions for the developer to follow which

refers specifically to building during the academic year and ensuring bicycle parking and lanes for students etc.

Has anyone any good advice about that? Thanks.
