Looking to get a Herd Number

I applied for a Herd Number with the Local Veterinary office and never got a reply so I rang em and was told that I have to be Domicile (living) in the republic of Ireland. Can anyone advise if that correct because I was posted the Application overseas .

If you nominated someone else who is resident in the country as herd keeper would it circumnavigate the issue I wonder?

The person to whom the herd number is registered is the legal owner of the stock but you can have someone else registered as the herd keeper. There responsible for the day to day care of the animal's.
