Pto hand clutch won't engage

    I bought an new Holland tl70 in board na mona auction I can't get the pto to work when I engage the hand clutch noting happens. And my foot clutch is very heavy when the pto clutch is engaged. The pto was probably never worked in it and is stuck. Any ideas how to free it
