To say someone is "harmless"?

    Isn't this phrase actually very insulting? Most of the time it's said I find that it's not necessary to say, which leads me to believe that maybe people say it in order to make themselves feel better. In reality I guess nearly everyone is harmless, so it's kind of hard to be wrong. But what I think I've noticed is that the ones who get called harmless are the ones who actually tend to be borderline harmless. So it something people say in order to big themselves up when they feel threatened... like the sort of thing Richard Gere would say about Harvey Weinstein! The last time I heard it said was my sister describing our cousin in law. A few months later it came out that the same fella ended was beating his wife. She ended up leaving him. It's very easy to tell yourself that someone is harmless. But I suppose most people are harmless. Who knows, maybe someone called Putin harmless as a child!
