TCO reference/statement of service

I completed a TCO contract in 2021 and the reference given to me by my manager was appalling. I contacted HR who gave me a statement of service and said the reference shouldn't/wouldn't affect any further offers from PAS. Well. They lied. I applied for the 2022 panel and PAS insisted a statement of service was not acceptable. I have now been removed from the panel. Has this happened to anyone else?

Yes unfortunately. Even got a statement of service letter from HR & this wasn't accepted as a reference, and I too, was removed from the panel.

It's a pretty harsh system IMO. Especially if you felt you could have had a better experience if had been placed in another section/ department.

You might challenge that with the HR department. If you did well in PMDS and the reference is at odds then you should challenge it on the basis of it being administratively unsound.

I did exactly that and was told I had no recourse whatsoever. I wouldn't mind so much but my PMDS was excellent and the reference was a total shock.
