Rent Pressure Zone

Quick question, if a landlord has not raised the rent for 3 previous tenancy spanning 8 years would a rental increase using the allowed percentage allowed, go back to rental 1, or only during the rental 3 life span. does the question make sense? can the landlord increase using year 8 as the last time the rent changed.

Its time since the last review. Doesnt matter how many tenancies.
But the landlord fcuked up if they left it 8 years. Because the calculation is much lower now than it would have been last year.
