Access walkway to Water Storage tank from attic hatch

I know this is somewhere in the regs but can't put my finger on it. In a new dwelling, with an attic hatch and a walkway for access to the water storage tank - in a particular house it only goes as far as the tank but not alongside it. What part of the regs covers installation of a walkway for access and maintenance? Or is that a Health and Safety requirement?!

this is where you’ll catch it ;

1.7 The cistern should be properly covered but not airtight, accessible for cleaning and replacement, and fitted with an overflow pipe so located as to discharge in a manner that will give ready warning of the occurrence of overflow without causing any nuisance or any dampness in the dwelling.

interpretation of accessible for cleaning and replacement may be argued but in my inspections, solid walk way that doesn’t effect the insulating layer will be requested.
