Any time I have been there you had to pay in the grounds, could be €5/€7 for the day. It's a short walk from Sandymount DART station if that works better.

No but the streets around it have free parking on a Sunday. Can be tricky to find a spot but you'll generally get one that will leave you within a 5-10 minute walk of the RDS
