Can I make a transfer using dollars?

I'm studying my master's degree at a Russian university online, they require me to pay the tuition fee in dollars as per the contract, but I cannot seem to find such an option for making money transfers on the 365online site. I've already checked with the admissions office whether I could make the payment in Euros, but they said that isn't possible. They suggested I ask my bank about having the money converted to dollars before making the transaction, but I can't find that option on the site either. What can I do?

To transfer in US Dollars to Russia, you would need to call into Branch with photo ID and a colleague can arrange this with you in the preferred currency.

I'm in France at the moment so I cannot call into Branch, but thank you for your reply. I'll try and figure out something with my French bank.
