Tapping into water pipe for an outside tap

I'm in a terraced residential house where the Irish Water meter is on the path outside my drive. I'd like an outside tap for the front of the house than dragging hoses through the house. Is tapping into the mains beneath me drive going into the house advised for this scenario, is it allowed (planning?) and are there any…

Macgrub is your kitchen at the back?
If so could you T off the cold water supply?
