Want to remove gravel and lay grass instead

    I bought a house and the back garden is covered in gravel. However, the garden was neglected and there are as many weeds/debris now as there is gravel. There is a black weed-proof barrier under the gravel but obviously the weeds just grow above it. I really would prefer to lay grass instead and be done with the gravel. I want to remove all of the gravel/weeds/debris and then lay down topsoil and then grass seed. However, I was talking to someone and they said I should just save myself the bother and lay the topsoil over the gravel instead. Does anyone know which would be the better option?
