Painter used bad paint

    Had the internal house painted last year. The painter turned out to be a bit of a cowboy. He left a number of issues but I'm not going back to him, don't want him near anything of mine again.

    One issue is an accent wall that has a strong smell or "fume" from it that fills the room. I had hoped it would fade over time but it's been 9 months now with windows open 24/7 and no sign of it lessening.

    Does this sound like bad paint? Would painting over it fix this?
