Painter used bad paint

Had the internal house painted last year. The painter turned out to be a bit of a cowboy. He left a number of issues but I'm not going back to him, don't want him near anything of mine again.

One issue is an accent wall that has a strong smell or "fume" from it that fills the room. I had hoped it would fade over time but it's been 9 months now with windows open 24/7 and no sign of it lessening.

Does this sound like bad paint? Would painting over it fix this?

Had the problem with Sulphur smell from paint myself it was so strong - It was an old tub of paint that I think was not fully sealed, air got to it and it went bad the smell was awful. But I couldn't blame a painter as I did it myself!! But in this situation it was a small apartment hallway and the smell went quite quickly. Op I would paint over it if it were me.

Had something similiar couple of years ago. After 2 weeks I decided to paint over it myself as smell was to much and it was grand afterwards.

It's a pain as I wouldn't manage the edging and don't think a professional painter would do one wall in room.
