Drain in back garden

Hi all, Is it possible to get a new drain/manhole installed in a back garden? The gutter drain just empties water to the ground at the moment which isn't ideal.

How old is the house and what part of the country are you in?
Does the downpipe go into a gulley? Or just directly onto a path/grass?

Looking at this link, it seems modern houses in Dublin have a separate foul and stormwater system, whereas older houses have a combined foul and stormwater system:
