    Hi,

If I select personal hotspot on device 1 and device 2 connects to it - it uses cellular data even if wireless network is connected on device 1. Is this correct? Thanks

Yes, once you connect device 2 to device 1's hotspot, device 1 will drop its WiFi connection to other networks and use cellular. Even if device 2 is a laptop, and you connect by USB, device 1 will drop its WiFi connection. I haven't tried a Bluetooth connection, but I assume it's the same story.
