registering for VAT

The Revenue say that if you are filling out the TR1 form for VAT, it should be done online. However, I cannot find anywhere to do this online. Can anyone offer any advice? thanks

I think they mean you should register for ros and then when you are logged in you fill out the form to register for vat under manage registrations.
