SQL table reducing skewness

My understanding for reducing the skew of a table is to ensure the primary index is made up of columns which create a unique reference in the table.

Firstly, what's an acceptable skew? I have 3 columns in my primary index, which create a unique reference for the table, and the skew is 0.80. Is it possible to reach a skew of 0.00?
