Camera not working - MacBook Air

My 2012 laptop's camera is faulty. It only works when I restart my laptop. So for example, if I am using Citrix to work from home, it won't turn on.

Or if I try to do a Skype/Zoom call (outside of Citrix) the camera won't turn on, and will only work after a restart. I think it's happening because an application is holding onto the camera and only does it release it upon restart. I have tried the following to no avail.

    sudo killall VDCAssistant

Has anyone had this issue and resolved it successfully? Would buying an external web cam be my only option?
