    Is insurance required on a seven meter boat, with an outboard motor and cabin, the same way that it is required in a car?

    No it is not required unless you are keeping it in a marina but think about what would happen if you ran into someones pride and joy costing the price of a house or God forbid you hit a swimmer, it's not that expensive to insure a boat probably about 200 euros for 3 million third party cover so well worth having.
