Car Recovered Before Lockdown

I broke down on way from Cork to Louth and got my car recovered. Was offered 2 weeks to collect it free of charge. Lockdown started about a week into those 2. Now I am able to get down to collect it he is looking for €200, even though I couldnt do anything about it? Is he able to do that? Thanks!
