Apologies if not in the correct forum, not sure where to ask such a question.

I would very much appreciate guidance or advise as to whom I should address a complaint regarding a Government Department's failure, over a period of 37 months to investigate a Protected Disclosure.

The Department's procedure document states that ordinarily a decision as to whether an investigation would take place or not would be made within 21 days - 15 months post receipt of the Protected Disclosure the decision to investigate was made, as of early last month (21 months post the decision to investigate) the investigation has yet to actually commence.
