Safe cable?

    OK, these are going to be very stupid questions but here goes


    In the image is a ESB Networks pole on property boundary, it's not my power supply pole.



    Is the cable here a power supply cable (for my neighbour I'd imagine)?



    If so should it be shielded better/higher?

    You're image has broke the interwebs won't load at all for me.

    [edit] Loaded partially eventually.

    What do you think is wrong with it. Its ducted up to a reasonable height. I think the spec is 3m.

    I don't know if it's the perspective or what but I'd be able to reach the top of ducting. It's on a hard slope and beneath the scrub there's a foot of a drop off between front and back, of post
