Food to gain weight (On a budget)

Borrowed a set of dumbbells (10KG) and a bench. Thought I would use this time to build some muscle and just generally get healthy.

The issue is that I'm very skinny, especially around the arms and face.(with a bit of a tummy)
Can anyone recommend what foods to eat. I wouldn't currently have money for things like steak and protein powders.

Milk, eggs, turkey, chicken, are relatively cheap and high quality protein options.

Oats, rice, pasta, are cheap carbs.
