Can the data protection commissioner do anything regarding someone sending me whatsapp spam from outside Europe? The number that hit our mobile devices a few times came from panama and from a Panamanian shell company.

Short answer is No.

If they're all coming from on the same number though, you can block that number in What'sApp. You can also change your What'sApp settings to only allow messages from people that are in your contacts AFAIR.
