    Literally every car in this picture is more dangerous to the pedestrians than the crossover city SUVs in fashion now.

    Saloon cars are empirically safer and no less comfortable from a "luxury" point of view.

    what the americans call an SUV and what would be referred to as compact or crossover SUVs on this side of the pond, are very different vehicles.

    Those are the americans, quite irrelevant here, our SUVs are totally different. Have a look at the EuroNCAP test results, pedestrian protection for 2018 2019 models, you'll be in for a surprise: Santa Fe is better than Mazda 6, Touareg and Focus are the same, RAV4 has excellent results and it's way better than Audi A1.
    There is no safety reason to hate city SUVs, not anymore anyway.

    NCAP ratings are relative to other cars in the same class as far as I know.

    Each year, Euro NCAP publishes a list of those cars that have performed best in their respective categories. Star ratings cannot be compared directly between different categories of vehicles, so a ‘Best in Class’ is published showing which vehicles have performed better than their competitors.

    Strictly for pedestrian protection there can be a direct comparison as long as you don't go over different years - it's the same pedestrian evaluated the same.
