Why is deliberate computer malware spreading not unlawful in Ireland?

    Canada is bringing in legislation to make malware distribution illegal.

    Why is it not very specifically illegal to spread these nasty digital artifacts to/from/within Ireland, (and in every other state)?

    It is illegal in Ireland, see Criminal Justice (Offences Relating to Information Systems) Act 2017. Which is an implementation of an EU directive, so it's illegal or planned to be illegal in all EU states at least
