    Don't know if this is the right forum but a friend is opening a small gym. Is there any specific authority like the HSA that need to check it first? Thanks

    If there is their insurance company will let then know fairly fast

    You might check in the construction forum. Presumably he has planning permission granted for change of use of building (if needed), fire cert, disability access cert etc. I’m not sure about HSA etc after that though
