Bike to work scheme - Dept Edu

As the dept of education bike to work scheme is finished for this year (2018) and starts again in January 2019, can an application be made now in order to have it processed and ready for start of January.....or will the application be accepted in January 2019 only?

I sent mine in during December of this this year and the deduction started in early January, however it still took 21 days or so into January before the supplier received payment.
